this is probably it well they were starting off the game like that and adding ground and stuff but they copied the land not on purpose and didnt know it and they make their places somewhere else and forgot the gym roof so then when people discovered it they probablt tested it and they knew

dis is in fact blue hell this glitch has blue hell is two kinds of colours but its actually the same thing it can b grey at the bottom and dark above or just ordinary blue if u reach certain mysterious doors afte ru fly off the gym but what these glitches r in fact is san andreas u just cant see the objects trees and ground u only see ppl dere r no vehicles no buildings u just kno ur on the ground also if u see on ur map it doesnt show u the correct zone where u rly are

That is not blue hell. Blue hell is the area under the normal map (Heaven K). You are actually in San Andreas. I'm rating this down.
