Once you've been implanted with their cybernetics and a part of their army, you are considered to be "the Combine." Striders are 'the Combine', gunships are 'the Combine', and post-human Overwatch troops are 'the Combine'. Think of them like the Borg.

I have another theory of sorts; I think the 'combine soldiers' and the helicopters, APCs, even the guns they use are just part of a kind of.. ploy. I think they use the human-esuqe technologies to ease the people into accepting their presence. As opposed to the mechanical-organic stuff they use that would be harder to.. relate to?
