Nothing to do with the passport.
Azari are Iranian, simple as. Just because they speak a Turkic language doesn't mean that they are Turkish in race. Are most Africans English or French? Course not.
I've got an aunt who only speaks Turkish (Razani version from north-eastern Hamedan), not a word of Farsi. But shes Iranian, nothing to do with the passport or whatever. Its culture, history and belief that unites people, not language.
