@rsg999 you dont need scaffolding to do a roof just ropes and harness,at my company we use ladder jacks to hold up materails on the tall steeper ones.
@ThesuperBoss2011 if you ran the metal over the paper that means the paper would run under the metal, if the water were to get under the shingle that means it would have direct contact with the wood on the eave because of the undrlap that you are suggesting and would rot the eaves out.

the metal being installed should go over the paper, metal does condensate and rot the roof deck
