I remember a similar type sketch(Captain Apathy) on a canadian tv show 20 years ago(The Ron Oliver Show which was on YTV).

Personally i liked his punchline better where he said to his sidekick when he asked him why he wouldn't help an old lady who is getting robbed, he said that he doesn't want to help because if he does he then has to fill out all the police paperwork, it's just to much of a hassle.
