Hmmm...does it get worse when he is standing/no work?? Sure looks like string halt to me, but ESPM can also cause same symptom. Doesnt look like EPM as he would be sooo much more uncoordinated and would have deteriorated. One of the best things you can do, for either condtion is keep the back end built up/strong, usually driving is good-at least that what my vet said when I had a stallion with similar condition and Ive had several minis with just string halt and driving really helps! :)
I don't know but it looks very similar to the problem my mare has. She is now 6 and it started at 3 and has not worked out of it. Vets thought possible IUFP. We've had her stifles xrays, neurogical tests, flexion tests, bute, scintography - everything normal. I've posted a video this evening - I'm also keen to know if folks have seen this before.

@LitlMiraclePupnPony I actually have tried it. The lameness will "flare" up really bad for a while and then will go away for 6 months or so....
