uhh, besides the fact that this is japanese and that native race is white, they are normally fascinated by foreigners because its a small island nation and everyone is basically the same... black hair, brown eyes and kinda short... so their commercials do better if they use foreign characters or subjects... lol

Actually, there have been anthropological studies done linking certain Japanese traditions to those done by early Jews...

...but that's aside the point. I believe he meant that going by skin color, the Japanese people have a very light tone. Not Celtic pale, but not dark either.

On top of that, you'll notice that in Asian animation, there're many characters with varying hair colors and light skin. The variance makes animated characters more interesting-looking and not so cut-out/repetitive.
