No, she can hit you. Firstly, if you go after her and say, jumpin or run and she does a far C, it will hit you and she will be back to safety. Also, against Billy, Vanessa can hit him from almost full screen away with no risk, if Billy decides to do a crouch A poke (because the hitbox on the crouch A is very far).
