Ok. So with this hack. It's got Sonic 1's shield animation. Sonic 2's sprites and enemy sprites. With Sonic's BGM and level graphics. With the water still in place from Aquatic Ruins. The Special Stage is still Sonic 2's with the Sonic 3 BGM. Please no more. It's like those three Sonic games had a baby together and this was the result. I didn't know if I should be mad, confused, or what. But what I do know is if I play in Sonic 3's level graphics then I should play Sonic 3. Not a confused 2.
i'll say this. At least you have the grasp of basic level design. Thats more then I can say for 90% of the other hacks out there. Its a push in the right direction.
Yo', just because this hack isn't as snazzy as some of the Sonic 2 hacks like S2AE doesn't make this BAD. If anything it's definitely above average. :) My biggest critique (going by this level video alone) is that the level design seems a bit congested, as in not much room to run around and be wild. (Even in original Sonic 2 Metropolis, which was a huge maze, there was "actiony action" throughout the traversing, you know.)

Just to clarify, I'm not referring to all hacks. Some hacks are amazing. This one doesn't seem to be anything special so far, judging on this one level. The lack of original content is what makes me think this.

Like most hacks, this suffers badly from shitty zig zaggy going back to go forward level design.
It would be interesting to see Marble Garden in Sonic 2 done well, but this is a shoddy, thrown together effort.

I'd give some slack to Newsonic.
It ain't bad, at all.
Unless hacking became so much easier in the year and half that I have not used any modding tools, this must have taken at least SOME work.
It is a level port, all songs were ported too, there's the font and HUD change, many graphical tweaks and also that pallete swap between levels.
It's not "brilliant" per se, but it is actually well done.
Level layouts could use improvement, though.

I'm sorry, but splicing Aquatic Ruin into Marble Garden, including a bonus stage lifted EXACTLY from Sonic 2, doesn't impress me too much.
