That the CIA would be required to make up this organisation implies that literally Osama bin Laden HAD no organisation, was not in contact with terrorists around the world, was not funding them, was not organisationally responsible for the actions of terror cells like those on 9-11 - or, IF HE WAS, had simply failed to make a NAME for the organisation!
