Bush did not cite the statistics on which he relied in this video, and he did not describe the conditions of the change from 50 percent to 86 percent. It is most likely he has confused percent with percentile, but there is no way to tell from this video whether the numbers are accurate or not. Testimonials by a non-expert are not the best form of endorsement.
