When a structure is completely engulfed the firefighters here in the USA use the term "surround and drown". It's when a structure has no hope of being saved so pour as much water on it as possible. I'm sure you there in New Zealand have a similar term. This seems to be such a case.
Its a method of increasing resources. a predetermined response for each alarm level of certain appliances and support. 1st alarm is initial turn out. need more go 2nd, more go 3rd etc..
That is a true shame. Not sure about the sprinkler system though - Ministry of Education, tight pricks, won't fund sprinklers, nor will they fund insulation for classrooms.
