They're just updating the basic content of the world where people who don't have WOTLK can still access the changes made to the places they can visit. Like SW harbor for example: if some people could get to it and some people couldn't, it would be a fragmented mess. It's just the northrend and lv.71+ content/features they cannot access.

no. for they would need to redo all of azeroth, mountains, textures between unfinished zones, etc. too much for them to do. flying mounts will never be allowed in old azeroth
