While you're correct in that this was not an official opening for Ranma on Toonami, it did in fact air in the Philipines as part of their Midnight Run lineup. I want to say back in '02? Maybe '03.

Ranma 1/2 deserved to be on Toonami along with all of the other anime greats of the 90s. I couldn't see why they couldn't take out scenes/include digital bikinis a la Tenchi Muyo.
