SSJ4 multiplies the Saiyan's power level by 10 times, and coincidentally so does Oozaru state. So SSJ4 is exactly equal compared to Oozaru, just depends on how strong each Saiyan is that determines which one wins the battle. Of course, Raditz' Oozaru would be about 10,000 power level. Gogeta.... who knows!?
