The number of these roads are higher than the one of the "last" road of the game, which is 23, the one that leads to elite four/rival. Is that because it's here you catch the two last pokemon of the game?

@Philosupremum Who are the last two Pokémon of the game? Mewtwo is caught in Cerulean Cave and Dragonite can't be caught. I think it's because 25 is a dead end.

@Dannypanify To enter in Cerulean cave you must pass by route 24. The last pokemon is in fact mew. You can catch it on the bridge by doing a glitch that everyone knows now. Normally, it's Bill, who is at the end of road 25, that gives it to you,when you have Eevee and its 3 evolutions. This is surely the reasons why these roads have the highest numbers of the game, but I think you're right too.

@Philosupremum Mewtwo makes sense but not Mew. Mew was a secret even to most of the developers, the glitch was found by chance and you don't need to go on the bridge to do it (I've done it).
