I don't know who the gentlemen in the robes with the white crosses are, but they are not Knights of Malta. The cross on the church mantle of the Order of Malta is the eight pointed Maltese cross.
Other than the Knights and Dames of Malta (who come towards the end, I think, and are distinguishable by their black and white cloaks with the Maltese cross thereon), they are members of various local honor guilds -- not lay orders in the technical sense, but something more like local German variants of Knights of Columbus or Elks.
