Almost right, except for the Plexiglas part, we use transparent plastic sheet. Drip several drops of oil and paint on the glass, then put the plastic sheet on top of it. Lift the plastic sheet a bit and it sucked the whole paint n oil up, creating the movement effect. The digital part is when we connect the cam using firewire to laptops. Load it on resolume, for instance, then we can add digital effect on it. The one on this video is using the basic mirror effect.
