You know, I've played many versions of Sim City. I've played the NES version, 2K, 3K, 4 and 2K for SNES. None of them seem to have the appeal of Sim City 2000 for the PC. To this day, it ranks in my top 5 favorite games.

It's nothing to do with the version, it's the audio hardware. Sound cards with the OPL3 chip used FM synthesis to generate the sounds, others would use sampled audio, like this.
All the SC2K midis have 2 drum tracks for some reason. Thats why whenever you play it outside of the game or windows media player you have the first drum track and then the second one that should be playing defaults to a piano
Interesting - I have the SimCity 2000 MIDI files, and I tried playing them using WinAmp and Windows Media Player. They sound the way they should with Windows Media Player but not with WinAmp, even when I have the same MIDI synthesizer selected in my Sounds options from Control Panel.
The video is more of a real sound track. The description says the video this is responding to "begins with this song using a modern MIDI player which butchers the original sound lol."
This is the Microsoft GS Wavetable Synth which is just the standard midi synth that Windows has been coming with for a while. The video this is responding to is using a better quality aftermarket synth, I think from Roland. Still looking for some free synth sound sets to use instead of the MS one.

It's not JUST Windows Vista MIDI, but ANY sound cart that has a Microsoft GS Wavetable Synthisizer. I have Windows XP, and it sounded like this, but sadly, I can only run the DOS version on an emulator. the Windows version doesn't work. I also had Windows 98, and there were two synthesizers, OG3 Synthisis, and Wavetable, and in the Wavetable synth, this song sounded like this. OG3 MIDI had softer drums, and the intruments were a LOT different. It's on a lot of older sound cards.
