The 2 set on tier 12 has a 90 sec ICD or so, you can keep it up 100% in PvE but it wont keep refreshing it all the time :(

The lagg is due Your graphics card same for me when its rly warm in my room and outside i start lagging and ill lag 20sec then it stop then it starts again after 3-4min.

The the motherchip or your Graphic card.

you can check how warm Graphic card etc are with a Program called Everest ultimate edition. (THUMBS UP SE HE CAN SEE)

You could try using frostbrand weapon for excellent melee kiting and hunting people as it saves you from using your shock spell for fulmination aswell. Makes bgs alot easier.
