How do you do this without everything to go kinda laggy , when i host_framerate 1000 everything is laggy .

My pc is great , i have 200 FPS in the game and low ping (no lag)

Actually there's a console command that lets you slow down everything without any FPS loss, the command is host_timescale (number). 1 is normal speed, 0.5 is half speed, etc. You can speed things up too. You need cheats enabled though.
