First off, Katrina was a category 3 when it made landfall which means it WASN'T nearly the most powerful hurricane ever in the grand scheme of things. Secondly, it was the failure of the Reagan, Bush Sr., Clinton, and Bush Jr.'s administrations to answer the pleas by the New Orleans Corps of engineers to renovate the levies. No one did anything boom disaster.
