It is all the PRIVATELY OWNED central banks, look up fractional reserving. Also look up MONEY FROM DEBT. They made Argentina a third world country over night... i am not joking over night they collapsed the contries monetary system and it runs parallel to what is going on in America/Iceland. Don't feel too sorry for Iceland! - One of the main reasons it is being treated like a leper is that once it got into trouble Iceland tried to default on its borrowing obligations by simply announcing: 'Sorry. We're not going to pay!'
It was only when the UK grabbed Icelandic assets that Iceland did what it should have done in the first place - i.e.; Ask for help, honour its debts, act responsibly, etc..
Iceland tried to screw everybody else and came unstuck!

The ratio: debt/GBP, has great inpact on the value of a contries coin value.
For example, in EU member states are not aloud to have heigher deficit of 3% the GBP. If i am not mistaken.
A bank is just like you and me! You ask for a loan, then you are expected to pay it.
If you can't pay your obligations, no one will want to lend you money! You are high a high risk investment.
And the fact that no bank in Europe or USA wants to lend to each other, let alone bad credit clients...
