There Doesnt ban just IP, they ban Mac Ip, wich you cannot change, the only way is to get a new PC, and a new internet (i would know) i was banned in 2008, for hacking. ;( but im back >:)

I'm having the same problem you are, I will let you know when I figure it out, iv been banned two years and come up with many different solutions to getting back on.. SO I will let you know when I get the newest way.

they didnt IP or mac baned me, they did something worst, they hardware banned me. probably my HD or chipset serial number
