They have known for years that there's water on mars, they just didn't say cause projects that had been going for years to see if there was water were already a few billion and a few carrers in. so they just wait till the next proposed mission gets there and then go, oh! look water! probably find microbes in another few years even though they already have. Not a conspiracy theory it's about jobs and money.
