What you should do if you want an epic war, get in a cop car and look and current crimes, select a gang activity (if there is one, if not leave the computer and just log back on) and go to the crime scene, once you get there, get the gang's attention and find a safe hiding spot, then use the cheat to raise your wanted level really high. Cops will start coming for you, but if even a single cop notices the gang firing at you, the war begins. Then just sit back and enjoy the show.

On another note you need to keep the wanted level, or else the cops won't poor out from everywhere, they stop showing up w/o the wanted level.
