The Kyoto Protocol is a symbolically important expression of governments' concern about climate change. But as an instrument for achieving emissions reductions, it has failed. it failed cause USA polutes far more than all other countries put together. USA and Australia are the worst polluters followed by China and India. Here in EU we are doing everything in our power to cut emissions, we even have carbon tax. US (and Aussies) on the other hand don't want to sign protocol for economic and energy reasons.

So no matter what the rest of the world does, the no1 pollutant still remains on scene. This is a moral to US folks: GET EDUCATED finaly and learn the truth about your goverment twofaced politics. STOP killing the rest of the world and yourselves only to be on top! (In the end, economy in US isn't flowering at the moment, so better sign the protocol, or no help from EU)
It was signed under the Clinton admin but was never submitted for ratification.The reason: back in '97, the senate unanimously passed the Byrd-Hagel resolution recommending non-participation because developing nations (eg China) would be exempt. Do your research.
