What hits Horton in the head is the ice when he falls backwards (the back of his head (good thing he's wearing a helmet)). Furthermore, you're allowed to hit the puck carrier a full second after the puck carrier passes it away, the film is 25 frames a second, 24 frames are between Horton passing and the hit.

Horton wasn't hit in the head, he was hit in the shoulder by Rome. What hit Horton's head was the ice when he fell. A player is allowed to have contact with the puck carrier for up to 1 second after the puck carrier passes the puck. There are 25 frames per second in the footage, there are 24 frames between the time Horton passes the puck and Rome hits Horton. Furthermore, Rome didn't skate into Horton, he had to change direction. ...continued on next post.
Not only that, Rome's feet leave the ice during, not before hitting Horton. So basically, a fair hit on someone who had their head down during a season where officials were very sensitive about concussions, like the one delivered to a Montreal player by Chara.

@TinmanCarnival I took the time to look this up and here are the averages for major penalties for all 3 teams (Vancouver, Boston, and Philidephia) from the 2006-2007 season to the 2010-2011 season (the last 5 years) Phil: 60 minutes, Van: 51.4 minutes, Bos: 52. 4 minutes. There is no stat for amount of games missed on a team due to suspensions. I don't care that Boston had an average of 1 more minute, it's the 'pulling a fact out of your ass' part that you need to work on.

There is no stat for amount of games missed on a team due to suspensions. I don't care that Boston had an average of 1 more minute, it's the 'pulling a fact out of your ass' part that you need to work on.
