when street fighter first came to u.s., capcom switched up the names of bison, vega, and balrog. in result, japan and u.s. now have different names for the boxer, thedictator, and the claw.

I think the alternate costume may suggest what happened storyline wise. I'm guessing M. Bison is no longer the leader of Shadowloo. I say this also the fact that he's not the last boss.
