if it was recorded in a private server it means u can get a bunch of coins just buy picking them up from coin drops. So it may take u less than a week mayb depends of the lvl.

You get it from Ranked Officers scattered in certain big cities/town. You need a lot of reputation points and money usually in order to obtain the better badges.
