Every case is different actually so there isn't a set price. Jagex also does roll-backs on your stats depending on the reason in which you were perm-banned. For example, if you botted a ton of stats to 99 they usually roll-back your stats to 1. However, everything is done on a case by case basis, they may remove wealth, roll-back stats, or anything else that they please. In other words, if you want your acc. back you better be willing to pay some hefty fines.

Because it depends. If it was for botting I'm sure they would roll-back your stats, so if you botted and you want an account back expect there to be severe roll-backs. Whatever the reason for the perm-ban they probably associate it with wealth or stats. It's not like they roll-back ALL of your stats though lol.
