I agree you can't run a GOV without taxes but they do not need to tax our income, The constitution gives the gov the right to tariffs and taxing income coming from overseas but the gov made up this taxing our income thing. State gov's can tax income but not the federal gov. We have just grown used to it now. They have proven they can't manage the money they have now, why should we give them more?

No, the president simply submits a budget and a tax plan to congress, and if his party is in control, they write up his instructions as a bill, pass it and send it to him for his signature. He then approves it and it becomes law.
