i'm no expert or anything, but wouldn't the criminal just shoot the dog in the face with the shotgun as it stuck it's head in the window?

Correct.

These dogs are trained to not let go even if they are shot they will only listen to their handler.

This gives the police officers enough time to react and take the suspect down.

If the dog get's shot and lets go they have are allowed to open fire on the suspect since the dog is a Police officer.

Instead of a human beeing shot, the dog sadly has to take the bullet for them.
