Why don't Western foreigners preach openly in their own countries? In America, missionaries make huge efforts. In Canada and the UK, everyone is an atheist and there aren't mass conversion efforts.
Secondly, did it ever occur to you that a suicidal person doesn't care if he's burning in hell forever? Suicidal people don't care about pain and become numb to it so an eternity in hell wouldn't bother them.
