If you look further, it actually explains why these acts would not be right and why they should not be done. It mentions them in first place to give examples on Jewish law but do not advocate carrying out these acts. The Talmud is all about interpretation.
Where are quotes on killing all non-Jews?
I just want to point out that I am not a practicing Jew any more, just an Israeli
