@happyWitchgirl well actually it is music video of two artists, but song is heard in Gundam Wing Endless Waltz OVA, Two-Mix wrote this song for anime and in return animators created this clip for them. Both persons visible in clip are two actual member of Two-Mix

I could tell, but even still, there is no animation that flows THAT smoothly unless it was by intent of the creators.

It possibly could haver been made on a good budget, though since it's old it probably never got published in any good type of way. My version actually comes from a DVD release, but that I could tell was also just a VHS rip from Warner Music. It doesn't have any credits I know of.

That song wasn't featured in any particular Anime that I know of. A lot of their music just had the Anime 'feel' to it. The only other major involvements they had were with Detective Conan since the main singer was the voice actor/actress for Conan. And now that they're back as Two-Mix Delta, they have involvement in a new Anime. And I think that's about it.
