My educated guess is that this version of the video, was in fact sourced from a kinescope, i.e. a film (usually 16mm) camera positioned on a broadcast monitor, from the original NTSC colour videotape. ITV, the UK network that "The David Frost Show" was on, didn't commence colour broadcasts until Nov. '69; that was for broadcast in USA (a 625 line B&W video was produced for domestic use.
However, noting that the video could be sold to other markets, where their standards weren't quite (con'd)
