Because Ken's Shippu Jinrai Kyaku is a lot riskier. Shinkuu Hadouken carries nearly no risk. It was far too powerful and safe in Super Street Fighter II Turbo, so it only makes sense that it's toned down in the Zero and SFIII series.

yah shinku hado is probably the best to use. shinku shoryu and denjin do more damage but s. hado is more flexible with EX so you can do do EX mule kick juggles.

Shippu isnt risky at all, its one of the two easiest supers to hit confirm and it punishes lots of things.

they do extra stun, yes, but they also lead to combos not normally possible for oro (like a UO into a strong punch)
