its called a return stroke. Its actually one bolt of lightning, but with several of these return strokes. To be simple, a return stroke is after the first (in a cloud-to-ground) downward stroke discharges, it is usually followed by 2-6 return strokes.
Camera artiffact: the 'flashing-frequency' of the lightning is too high for the camera to cope with: try filming a strobe, and you'll get the same effect.
Could very well be a reflection in the lens from the start of the bolt high above. The other possibility is an up stroke leader, right in front of you, that fortunately did not connect!
