Really Majin Vegeta can b interpreted as DBZ's equivilent of a mid life crisis (I think Vegeta is meant 2 b around 40 yrs old at this point anyway). Think about its all about him trying to go back to the way he was when he was younger before he was domesticated and settled down (back when he could literally b a beast and go ape). So yes, they were BOTH using the SSJ2 when the battle began. About the lighting, Toei admited they sometimes misplaced the lighting, so it doesn't prove much in the anime. Its clearer in the manga.

Vegeta is SSJ2 at this point, look he equals goku's power when goku transforms but doesn't bulk up like he does against cell when he goes super vegeta QED SSJ2. Whats never been solved is as to whether or not vegeta could do this before he went majin or whether babidi gave him teh power to do so.

When someone becomes SSJ naturally their normal state becomes stronger. I think Vegeta at this point is SSJ2 and with the help of Babidi he went a little over or Full power SSJ2 somewhat like what Goku was against Cell and because Goku could go SSJ3 his SSJ2 state would naturally be stronger and thus if Majin Vegeta and SSJ2 Goku were to match this theory somewhat makes sense.

Also with regards to vegetas transformation he said he could have easily defeated dabura... hinting that he'd already transformed, imo he had.
