Sorry Michael, it wont work. In Iraq the Anbar Awakening fought foreign AlQaida fighters because the tribes wanted them out. In Afghanistan tribal loyalty is everything, to fight ones own people is worse then death because it dishonors the family. If the Afghan Govt brings in none Pashtun soldiers into Kandahar it will reignite a 90's style civil war.
