Fact: A cat's immune system is better equipped to deal with salmonella in raw meat than humans are, as are a lot of other animals. I've owned cats for 30 years without food poisoning incidents. I've also consulted with vets whose response have been "well, cats in the wild don't exactly roast their dinner, so raw chicken meat is perfectly safe."
From my vets' website: "There is no danger of salmonella for the cats in whole pieces of chicken - ground chicken or turkey is more problematical. Just rinse the chicken parts off in some hot water briefly before giving them to the cats." They also advise that chewing on raw bones in chicken necks privides some of the best dental care for growing kittens and cats.

While I think giving raw chicken to cats is fine, and letting them eat the bones is fine too (since they are cats and can't really crack into the bones with their teeth), giving larger animals like big dogs (who can chew through a cow bone in a couple of days) chicken bones is a bad idea.

My kitty prefers chicken breast over the drumstick, and she prefers it raw. XD And she does the same thing cept it's more like 'ommg ommgg' mixed with purring.
cats can really bite down harder than folks realize & I agree with typhacoco that giving an indoor kitty chicken bones isn't a very good idea. (Veterinarian bills can get very expensive!)
i think all young cats do that when they get ahold of somthing that is particularly tasty. ive taken care of cats all my life and during that first year every one of em has made the strangest sound when eating "moisties"(canned cat food.) just like a little kid coz thats exactly what he is!;)

Cooked bones splinter, but raw bones don't.
Raw fed cats munch on small bones regularly, it's part of their natural diet (they don't debone mice, for example).
A smaller bone would probably be easier for a kitten this young though.
