Actually if you watch the cinematics and such in RE 2 his hair keeps changing color. It's orange in the opener. It's a sorta dirty blonde in RE 4. His hair is slightly darker than dirty blond in game of RE2 and on his invo screen it's a medium brown, I rly think he's as gray as the opener for the first RE and keeps dying his hair. lol.
