Sam never was truly kicked out of the ministry. As a matter of fact, Sam himself said that once you become a preacher, you are a preacher in the spiritual sense ad infinitum. One only has to renew one's license every so many years. So, he could still supercede marriages and baptisms, only he would need a license, California's license, because that was his home state when he was killed.
