viva is not a french word, at most it's a past tense of the verb 'living'. Viva as in 'viva las vegas' and such is spanish, and the expression pretty much means 'Long Live Las Vegas', so 'Viva ___' is 'Long Live ___'. The french equivalent would be 'Vive'
