It's been used against me in Spokane Craigslist postings for over a year. (Politics) Today downtown, Fire Engines w/lights but no fire by us and a man observing - saw him 6 wks ago.

There is no Conspiracy against you or anyone else. These "stalkers" are not stalkers, they have their own familys, bills, jobs and do not work for the government.
