$2 billion on welfare?! please, as a brit with an NHS, that amount would last like 3 days, and we're the size of california with a poplation 1/5 of the US. $2 billion wouldn't cover a medium sized state for a year, larger ones not even a month. Yes, it seems a large sum, but common, its a drop in the ocean for the US economy.
