The Outer Gods are ruled by Azathoth, and tend to be thought of more as cosmic forces than entities; some of them, like Nyarlathotep, Shub-Niggurath and Yog-Sothoth, often associate with the Old Ones.

Yes, he's a Great Old one, but the actual Gods, banished long ago to the Outer Spheres, are known as the Outer Gods. The Great Old Ones (Cthulhu, Dagon, Mother Hydra, etc.) are not gods but merely the Avatars and Priests to the true deities. (At least that's how Lovecraft worked it when he wrote this stuff.)

They are immortal, and to we mere mortals they would be gods (as they do not exist as we know existence, are not made of matter as we know it, and do not move through space as we do), they TECHNICALLY aren't gods. (Jeezus, I've spent too much time reading Lovecraft...)
