It should ultimately be up to the family members of whom the crime was committed. Rape doesn't mean a life sentence, most serve less time than drug offenders, that is the entire issue. There has been a huge increase in child prostitution from drug dealers turned pimps. This was a huge story on 20/20 that drug dealers get more time in prison if caught with drugs so they are changing to prostitution and kidnapping children and putting them on Craigslist look it up.
