I thought it was becuse the tapwater is so full of O2 that it doesnt absorb the O2 from the plants, and they rise as bubbles instead..but im not sure...
i think that new water has probably a very high concentration of carbonate ions, CO3-- which boosts the rate of photosynthesis..i have had the same experience...
My planted tank does the same thing during water change. I have CO2, T5 lights and good fertiliser but it just go crazy during water change. Does anyone know the reason for that?

its really photosynthesis. plants "exhale" oxygen, seen as bubbles

Water change can be seen as adding micronutrients to the aq. That helps with photosynthesis

Its called Pearling but constant bubbles means that theres a rip in the plants viens that cause bubbles to leak out
